Frost is a rune-and-runic-power spec with a clear burst window. You spend runes on Obliterate, spend runic power on Frost Strike, and stack everything into Pillar of Frost. Talent choice changes the feel considerably — some builds are a steady rhythm, others revolve around sustaining Breath of Sindragosa without running dry.
