Overview
Fire is a proc-driven spec that alternates between a modest sustained phase and a very large burst window. Outside Combustion you are building Heating Up into Hot Streak and banking cooldowns; inside it, almost everything crits and you cast as fast as you can manage. It has a high skill ceiling and one of the most satisfying burst windows in the game.
How this spec operates
Hot Streak procs drive the rotation — spend instantly on 
Pyroblast or 
Flamestrike.
Combustion guarantees crits — bank 
Fire Blast charges before entering the window.
Heating Up converts to Hot Streak via Fire Blast and 
Phoenix Flames.
Scorch while moving, 
Fireball when stationary — movement is cheap thanks to instant procs.- AoE uses Flamestrike for Hot Streak — never Pyroblast a large pack.
